Commissioner Rachel Anne Herrera is a lawyer with over 15 years of policy, advocacy and management experience in the environment and climate change sectors. Most recently, she co-led the development of the country’s first National Adaptation Plan, and the agency’s campaigns on single-use plastic regulation, sustainability, and climate finance. She spearheads the Gender and Development Focal Point System and Legislative Liaison Unit.
Commissioner Herrera was a member of the Philippine Delegation to the United Nations Framework Convention on Climate Change conferences in Dubai, Egypt, and Bonn. She currently serves on the Steering Committee of the NDC Partnership, a global initiative to help countries achieve national climate commitments. She is a former alternate Board Member of the Green Climate Fund representing Asia Pacific developing countries, and of the 8th Asia Pacific Adaptation Network (APAN) Forum Ad-hoc Advisory Committee.
Previously, Commissioner Herrera advised the Senate of the Philippines committees on climate change, finance, foreign affairs, and environment and worked under the Office of Senator Loren Legarda for the passage of a number of landmark climate and environmental laws and treaties, such as the Philippines accession to the Paris Agreement. Prior to that, she served as law clerk for then Supreme Court Senior Associate Justice Antonio T. Carpio, and protection legal officer in the International Committee of the Red Cross - Delegation in the Philippines. A native of Davao City in Mindanao, she holds degrees in environmental science from Ateneo de Manila and law from the University of the Philippines.
